Qualifying Miles are earned on MEA and SkyTeam flights over the calendar year, and the tier bonus never qualifies. The segment alternative is Silver 15, Gold 30, Platinum 60 qualifying sectors per calendar year. Qatar Airways flights sit outside the published Qualifying Miles scope, so they are treated as earning none. MEA's table has no row for own-metal Y, so its 125% rate is taken from MEA's own prose.
